Herobrine wont show himself

Hey! Ive been playing on my 1.19 apex hosting minecraft server with the correct version of the Herobrine mod/plugin, but Herobrine has not shown himself once. The only time I have seen him is in the graveyard. I suppose hes running around the world and stuff, cause I have checked his location and went there but hes never there even when I checked the coordinates a second time. In some cases hes just staying at something like 0,-100,0 or 0,-12000,0. I have even tried summoning him with the totem, I checked hes location, it matched my location but he was not actually there. I dont know if hes invisible or something? I would love to have him walk around my world and scare me.

Thanks for your interest in the Herobrine plugin! Could you please tell me what other plugins you are running on the server? Also, are you using a Spigot fork?

I am only running this plugin. I am currently running spigot, I ran paper earlier but switched over when Herobrine never showed himself.

And does the issue still happen when using Spigot?
