HeroBrine help

So I have 3 issues. 1 Herobrine spawns under the map sometimes, 2 he does not torture players unless I run a command and 3 he vanishes everything I get to close to him. Is there a way to make it so he actually targets players without having to constantly keep running commands and how do I stop him from spawning under the map.
